Such were the empires of Assyria, Persia, Rome, China, and India. To hold these vast empires together and to encourage their inhabitants to accept distant, often foreign, rulers required not just powerful armies and elaborate bureaucracies but also new technologies. Imperial governments devoted resources to great public works projects, such as roads, aqueducts, and walls. They also encouraged shipbuilding and shipping and, to a lesser extent, crafts and mechanical engineering. The first people to smelt iron, the Hittites, lived in Anatolia some time after 1500 bce.

The Greek historian Herodotus was impressed: Nothing mortal travels so fast as these Persian messengers. The entire plan is a Persian invention; and this is the method of it.
